Data Considerations
The data for some of the key indicators comes from the US Census Bureau’s American Community Survey which samples 3% of the Nation’s population annually. Due to small sample sizes, margins of error are increased and specific vulnerable sub-populations may not be accurately represented in the data.
If our community is to achieve equity and opportunity for all people, it is important to notice not only how the community as a whole is doing, but how sub-populations are doing. Vulnerable populations are groups of people who are at greater risk for poor socio-economic health status and wellbeing. The vulnerable populations identified were: elderly, people with physical and behavioral disabilities, people seeking assistance with essential needs, and veterans.
The Comprehensive Community Needs Assessment Committee worked with ETHNN members to develop a comprehensive survey that would be administered triennially to vulnerable populations. This survey received Institutional Review Board approval from the University of Texas at Tyler and was administered 2013, 2016, and 2019.The next assessment is taking place the summer of 2022.
